1. Apply for membership
2. Complete basic training
3. Choose your specialization
4. Complete specialized training
5. Recruit 10 men in your area
6. Uas will extend operating authority
7. The Nasi will appoint the Executive
8. The Executive will appoint Officers
9. Uas will grant a Charter
10. The Division will be founded
